About this symbol

The two dots of the German umlaut started as a small e written above a vowel to change its sound, so ü was once u with an e on top. In German handwriting that e looked like two short strokes, and printers turned them into dots from the sixteenth century.

Spanish puts the same two dots over u for a different reason: to show it is pronounced, as in pingüino, penguin, and cigüeña, stork.
